Arson Investigators Say Fire Was Deliberately Set


A downtown business that burned in a massive fire Monday was in violation of city code, said the director of the city's Code Compliance office, but the owner of Altas Pallet Company said he only lacked a certificate of occupancy to fulfill the compliance requirements.The business at 51 Essex Street was severely scorched by a three-alarm fire and was in violation of code compliance, a claim that owner Edgar Lozano denies.Lozano also owns a business that was named by city officials in January as one of the top ten worst violators, but has sinced cleaned up the problems city officials said made the property a hazard. The business at1403 South Cherry Street on the same block had commercial equipment and pallets stored on the property in the vicinity of a residential neighborhood, according to the city's January press release (PDF) naming its top ten violators."He cleaned up everything that was in violation," said David Garza, the city code compliance director.Of the ten originally singled out by the city, seven are now in compliance.Arson investigators tell KSAT 12 News the fire at Atlas Pallet Company was deliberately set and have ruled the cause as arson
